Poor balance on new battery

New-ish battery, 3s 2200mAh 35c, has somewhere around 15 charges on it. I have never over drained it, haven't mistreated it in anyway. In fact, I own five batteries total (bought around the same time) that have been treated identically and are not having problems.

So, when I balance, I have two cells getting 4.19v, and one is 4.11. Is this battery toast or on its way to toast?
