Trex 600EFL cyclic numbers

I am setting up a Trex 600EFl with all stock components and a full size vbar. On the first attempt to setup, my collective numbers were way too low. I switched to shorter ball links and moved them to the hole that is closest to the servo. This gave me a 90% on collective , but my cyclic numbers are still too low (66%).

Why didnt the servo ball adjustments fix both problems? Is it head design?
What is the most appropriate fix?
Can anyone point me to any good posts?
